Office of the President – Constitution, Law, Public Service, and Good Governance
After the 8th Revolutionary Government of Zanzibar took office on November 3, 2020, various measures were taken to facilitate efficient government operations in accordance with the 1984 Zanzibar Constitution (Article 42(1)), the CCM Election Manifesto of 2010, and the Development Vision 2020. Among these measures was the establishment of 16 sectoral ministries, including the Office of the President – Public Service and Good Governance, responsible for developing and managing policies, laws, regulations, and guidelines related to public service and governance. The goal was to lay strong and sustainable foundations for effective service delivery to citizens and national development.
Following the 2015 election, the government established the Office of the President – Constitution, Law, Public Service, and Good Governance (OR-KSUUB) to oversee governance, the judiciary, prosecution affairs, legal matters, the preservation and utilization of records and archives, e-government, and copyright affairs. The core objective of OR-KSUUB was to foster a democratic society based on public service principles, good governance, and human rights.
In April 2019, the Zanzibar Revolutionary Government restructured and established the Office of the President – Public Service and Good Governance to oversee, strengthen, and enhance public service and governance in Zanzibar. After the 8th Revolutionary Government took office on November 5, 2020, additional measures were implemented in accordance with the 1984 Zanzibar Constitution, the CCM Election Manifesto of 2025, and the Development Vision 2050.
Among these steps was the creation of the Office of the President – Constitution, Law, Public Service, and Good Governance with the objective of fostering a society that respects principles of service, rights, equality, law, and governance. The office aims to enhance public service development, promote equality, justice, and good governance, and strengthen government performance, constitutional and legal affairs, and regional and international relations.

Positions, Qualifications, Appointments, and Benefits of Leaders in the Office of the President – Constitution, Law, Public Service, and Good Governance
The appointment of leaders within this office follows constitutional, legal, and procedural guidelines established for public service management.
Additionally, Heads of Departments and Divisions are appointed by the Secretary-General, based on recommendations from Directors of Departments. To qualify, an appointee must possess at least Senior Officer rank in a field related to the department's responsibilities.
Salaries and benefits for all appointed officials adhere to government directives and policies.
