About Us
The Ministry of Constitutional and Legal Affairs history dates back in 1961 when the then Prime Minister, the late Julius Kambarage Nyerere appointed Chifu Abdallah Fundikira to be the Minister for the first time. Chifu Fundikira stayed as Minister for two years and 1963 Sheikh Amri Abeid Kaluta became the second Minister and later in 1964 Hon. Hassan Nassor Moyo took the office up to 1966. From there Ministerial activities had shifted to Prime Minister and First Vice President Office where was under the late Hon. Rashid Mfaume Kawawa.
The father of the Nation the Late Julius Kambarage Nyerere established the Ministry which has been in existence since then. The organization and leadership of the Ministry kept in changing depending on the circumstances or the present say and needs of the Head of the State of a particular time. The Mission of the Ministry of Constitutional and Legal Affairs is based on the basics of social justice by subscribing to development of social justice, equality and the rule of law through quality and accessible legal services. This ministry currently draws its functions from the Presidential Instrument which establishes it vide Government Notice No 144 of April 2016 with such mandates as policies formulation on legal affairs and their implementation, constitutional affairs, administration and delivery of justice, legislative drafting, public prosecution, civil, international law and contracts, human rights and legal aid, law reforms, extradition and extra territorial , mutial assistance in criminal matters, performance improvement and development of human resources under the ministry and extra-Ministerial departments parastatals organization agencies programmes and projects under the ministry.
