The main role of TBA is to provide accommodation for the Government, Public Servants and the General Public as well as providing  building Consultancy and Construction services. Specifically, TBA is charged with the following functions:

1. Construction of new Government buildings.
2. Maintenance of Government buildings.
3. Allocation or Sale of Government houses to public servants.
4. Sale of Government houses to general public for projects implemented in partership with private sector or under loan from Financial Institutions.
5. Leasing of Government houses to public servants and on a commercial basis.
6. Custodian of Government buildings and keep database for Government plots and buildings.
7. Provision of Consultancy services to the Government buildings projects.
8. Approve MDA’s drawings and issue of buildings permits of Government buildings projects.
9. Formulate and establish technical and quality standards for Government buildings and review continuously.
10. Custodian of all buildings and Consultancy contracts as well as service level agreements for Government buildings.
11. Ensure that all building works are designed to reflect value for money.
12. Provision of projects management services for MDA's buildings projects.
13. Provision of facilities management services to MDA’s.
14. Operating Government Workshops for production of furniture and building elements in TBA projects.
15.  Provide property management and brokerage service.
16. To advise the Government on Policy and legal matters pertaining to the building sub-sector.
